Starting/Stalling issues

Ok so for some time now I have been dealing with some issues with my 94 SLS. From my research and previous postings here I was able to look into and try a few things to try to resolve the issue. The problem is, that the car starts but not like it is supposed to and sometimes stalls. When first started, the battery volts climbs as high as 14.7V and the lights kinda flicker (headlights and background lights in the cluster, or if I turn them on the cabin lights too). After being driven for some time this tapers off and is steady at 13.x volts and flickering stops.

When first started, (after it has been sitting overnight) I turn the key and it starts, but makes this incredible racket(noise), the rpms are low(500), then as the racket(noise) goes away the rpms get up to about 1500 and stays there for a few until it gradually drops and settles at 700 or so. When it is warmed up or hot starting is not as much of a problem.

To try to correct this, I have replaced ISC, FPR, MAP, PCV in addition to regular maintenance items like plugs, wires, filters etc. At one point I was getting codes P030...slow/inop ISC. P031...MAP out of range. These codes no longer show up, I assume because of the new replacement parts.

The last thing I replaced was the FPR, did this last weekend (10/14) and everything seemed good...except the fuel economy. I've have driven 180 miles and averaged 17.2 mpg on the DIC...but figured this number would improve as I drive more. But...

This morning, I started the car went through the song and dance with the rpms and such and headed out for work. I cycled the DIC to monitor the fuel used reading and noticed heavy fuel use...I had traveled less than 5 miles and used half gallon according to the display. Which I found odd...a couple of miles later I found that the car was not responding to when I gave it gas even though the engine was running. A little bit further up the road...the car died on me. So, sitting beside the road I keep trying to restart it. After five or so minutes it restarted but I had to hold the key for a few seconds (5sec) and could hear it trying to catch until it finally did. My first few attempts to restart produced nothing. When the key was turned, you can hear it crank but no start.

At present no codes except PO95...engine stall detected

I do not know if it is a fuel pressure issue or fuel pump issue?
I thought probably crankshaft position sensor?
I had someone tell me it is the harmonic balancer?
I do not know what else to do or try...
