1995 Eldorado center console r/r - key will not come out of ignition - shift w/o push

Okay:

I have a 95 Eldo here

working with the key not coming out of the ignition

Key will go to off but not to the point that it comes out
The car will shift w/o pushing the shifter safety button
Car will start w/o foot on brake
Steering wheel will not lock unless the key is forced back and then it barely locks in

I seem to have found that there is a cable from the shifter

is this the case?
I have to pull the center out, what is the detail on removal?
